I understand what it means but I'm struggling to put it into snappy English!

I'm not sure how "eje de la traza" is being used here, though.
My sense in looking at how it's used in other engineering documents of a similar nature is that it consistently refers to to the *longitudinal* center line of a roadway or rail line. So, I strongly feel that it's talking about 500 m on either side of the center line of the track, i.e., measuring out perpendicular to the direction of the rail line.
