Spanish term or phrase: agotado (in this context)
From a document on urban development/projects:

En cuanto al suelo para actividad económica, remarcar el del polígono industrial XXX, ya completamente agotado y la dotación de suelo para el nueve polígono de YYY.

The industrial estate is already full, sold? What would be best in this case? TIA!!

depleted/consumed

Explanation:
I think this is what you are looking for based on the context. To me, it means that a section of the land that was designated for business development has been used up.

disagree  xxxmediamatrix: 'depleted' and 'consumed' imply that the space has been ... consumed and no longer exists - like a depleted water supply, which is now dry. That's obviously not the case here - the space is still there, but is 'in use'.

agree  coolbrowne: Perfect: "occupied" is the best fit and, since the question did not include "completamente", neither should the answer. The proper place for "fully" is the explanation.

agree  traductorchile: If the "agotamiento" doesn't refer to sales, I'd prefer this one, or mine of course.
