Al no ser nativa, sin embargo, a veces puede haber 'jergas' raras que comprenden terminos de este tipo, de oidas, mal empleados (que a veces los nativos u otros traductores encontraron tambien en sus textos) que prefiero confirmar con Uds. antes de poner lo que yo intuyo. This author is an illiterate who writes "de oídas", that is, just chooses phrases by its sound and does not bother with their meaning: "A expensas de" may mean either "to somebody's expense" (the somebody appearing immediately after the "de"), or "to the detriment of" but NEVER "Except" or, more formally, as Ace puts it, "with the exception of", which is the only term that fits here.

The original should say "con la excepción de" in lieu of "a expensas de" (and had I been the receiver, signing acceptance of the work done, I would have rejected it outright, until after amendment.
