El contexto es "la altura máxima podrá ser 10m como máximo, correspondiente a planta baja y a una PLANTA PISO"

He averiguado que planta piso se refiere a la planta superior a la planta baja, mi duda es: ¿sería correcto utilizar el término "Upper floor"?

agree  Dr Neil Ashby: Of course in the US it would be the SECOND FLOOR - they don't have a ground floor but start with FIRST FLOOR where in the UK we have 'ground' or in a lift '0' (compared with the US '1' or 'lobby').

agree  Gary Smith: Yes; it sounds to me like they mean that all floors above the ground floor will have the same layout (the ground floor itself being the only different one). Perhaps piso=flat/apartment here, which would therefore make sense.

As Gilla stated, the text doesn't just say "...y LA planta piso", but "...y a UNA planta piso", the emphasis is on the fact that there is a ground floor with shops, garages, etc + ONE floor of flats.
