The context is anti-seismic construction methodology. The country is Peru. These abbreviations occur in the phrase "La primera metodologia para el diseño sísmico deberá responder a la recomendación del PIANC". It looks like it should be something like the Pervuvian Institute for .......But all attempts to locate this, or a set of regulations, have so far failed.
