aglomerante (construction context): Materiales aglomerantes son los que tienen la propiedad de adherirse unos a otros, usados en la construcción para unir materiales, recubrirlos o bien para formar morteros u hormigones que pueden extenderse o disponerse en moldes, encofrados, que al secarse adquieren el estado sólido

which I think is a binder. The aglomerado is probably going to be anything but an agglomerate (unless you mean in a geological sense), but difficult for me to tell from the context (do you have any more)?
Anyway, you should really ask for the terms separately.
