Explanation:
This is what I think it could be in this case. The certificate of practical completion is issued when the works have been substantially completed, but it is not the final certificate, which is issued upon final completion. It is usally used for buildings and after it is issued a "defects liability period" starts and at the end of that period, if all the defects have been fixed, the final certificate is issued.

This is what I think it could be in this case.
