Spanish term or phrase: manteles electricos
This is for an offshore living quarters platform:

"para el centro de control de motores, la norma es pintar el piso y cubrir el area con manteles electricos"

"Electric blankets" seems ludicrous and I couldn't find it in this context anywhere. Any ideas about what they are talking about?

  -> I'm not sure whether you're using the word "mantel" in English or Spanish in this case. A "mantel" in Spanish is not a shield unless it's used by a knight as part of his armor. So, no, it's not a shield in this context
