I think it means its ready for use..but water can be used for dilution, cleaning utensils etc.

\"pasta lista al uso\" is ready for use.. if it is a powder then water would be needed to make it ready for use..I must confess I am not totally sure what it is trying to say \"al agua listo al uso\"
