Escalafón es originalmente un término de uso en lo militar y como la mayoria de los gobiernos latinoamericanos tienen historia en revoluciones, devino en uso comun en el Sector Publico. El equivalente en ingles, en el mismo sentido es promotion ladder, aplicado tambien en la empresa privada. Si usan google y preguntan por la expresion podran constatarlo.
