Spanish term or phrase: "curso de dominio instrumental del idioma inglés"
Is this actually "command of written English"/"command of spoken English" or what? I'm simply not sure how to translate this properly. And I'm sure it appears frequently on Education certificates. Many thanks for your replies!

Another guess, but my impression is that the course is to gain an 'active command' of English, for use in real-life situations, as opposed to more theoretical matters like grammar. Basically you learn language that equips you for practical purposes like work, learning other subjects etc.
