Estoy traduciendo una constancia de una universidad en la que se menciona que un estudiante fue admitido, pero que **aún no ha formalizado su inscripción**.

Lo que está entre asteriscos, se podría traducir como "has not officially enrolled yet" o existe una mejor manera de traducirlo?

Explanation:
Your suggestion works as well. Here is another option. I don't think "signed his enrollment" works here (because, among other reasons, we don't know what exactly has stood in the way of the enrollment of the student in question).
