También aparece el opuesto en el mismo contexto: perder la condición de regular
Artículo 16: Las asignaturas podrán recursarse en una sola oportunidad y aquel alumno regular en una determinada asignatura que la recurse, perderá automáticamente la condición de tal."

This is how it is normally expressed in educational institutions in English-speaking countries. "Fulfil" can be used instead of "satisfy". Attendance requirements on courses are normally expressed as a percentage, as here:
"Minimum attendance requirements may be specified for some or all kinds of learning experiences forming part of a subject. A minimum requirement may be specified as a requirement to attend a minimum number or a minimum percentage (which may be 100%) of the classes of a certain type offered as part of the subject."

A more literal alternative is Lisa's second suggestion, "attain regular attendee status", which is occasionally used in the US:
"By the end of the 2009-2010 school year, 60% of our students enrolled in the after school program will attain regular attendee status (30+days) as measured by our daily attendance in Cayen."

The problem of how to translate "perder" in article 16 might be solved more or less as follows:
"[...] students who have achieved the status of having satisfied the minimum attendance requirement for a particular course will automatically lose that status if they repeat the course in question."
