The context here is a description to introduce computers into schools in Peru:

En la primera etapa del proyecto las acciones se focalizaron en escuelas multigrado de áreas rurales, se entregaron laptop XO a 293631 alumnos, se capacitaron a 5144 docentes y se generaron **instructivos, fascículos y fichas** para fomentar un mejor aprovechamiento pedagógico de los recursos computacionales.

"instruction booklets, pamphlets, and cards" ??

I am assuming here that the referece is to printed material designed to help students use the computers.

Explanation:
thanks to Nomasdf for giving me a new word "fascicles" (never saw it before!) Think it's best translated as a set of books and in this context probably "coursework" (usually with exercises to do so could also be a set of workbooks). Cards are used in lots of different ways

Explanation:
From the context, I agree, it seems to be a referece to printed material designed to help students.

Instruction booklets sounds good enough

But I would like to note:
"fasciculo" refers to a serialized publication, as several booklets from a series. A pamphlet is usually an individual publication - as well as usually a "one-page" thing, which fascicles tend not to be.
The best translation in that sense would be "fascicles" in that sense.

As for "cards", it is not the best translation for fichas, but it actually is the one that makes more sense for what they mean here by "fichas", which is just instructive cards...

from the context: They seem to be 3 different formats of aid to the students:
- Instructive booklets (simple n plain)
- fascicles describing each one different parts (as to learn step by step)
- and individual cards for whatever they intend to do with them
