Buenos días. Tengo un certificado analítico con una de las hojas en blanco y tachada. Solo tiene el sello de la universidad (imagen aquí: http://mserio.com/wp-content/uploads/2017/03/Página.jpg). Quería saber qué palabras incluir en la traducción pública. Se me ocurre: "There appears a redacted blank page with the illegible signature of the... university". ¿Estaría bien "redacted" o se les ocurre otra opción? Mil gracias.

You don't need to translate "se observa".
"Redacted" isn't the right word: it means censored, but this is just a page with a line through it, and you could leave out the bit in brackets in my translation.
And if the stamp is illegible, then strictly speaking you don't know that it's the university's.
