Artículo 157.

No tendrá derecho a examen de reparación el alumno comprendido en los siguientes casos:
1- Si no ha obtenido el promedio mínimo exigido para presentarse a exámenes finales en mis de la mitad de las asignaturas cursadas durante el periodo lectivo;

2- Si fuera aplazado en mis de la mitad de los exámenes finales;

3- Si el número de las asignaturas en que hubiera Perdido el derecho al examen final sumado al número, de las asignaturas en que fuera aplazado, excediera la mitad del total de las materias cursadas durante el periodo Lectivo.

Explanation:
I know this question was answered 12 years ago, but in the USA, a "makeup exam" is for students who were sick, attending a funeral, etc. who simply could not attend the regular exam session.

If you fail an individual exam at an American university, you may have the opportunity for a retake (also a verb--you may be allowed to retake it).
Note that it is not common practice in the USA to allow students to compensate for a failed course by taking an exam--ordinarily, the student must repeat the course--so my suggestion is not an exact cultural equivalent. Certification exams often allow retakes, however.
