Este término es un poco confuso. Denomina a los usuarios de electricidad (consumers) más pequeños dentro del grupo de los grandes usuarios.
No se me ocurre una traducción.

I think they mean that there are more people within the 'low consumption' group than the 'high consumption' group, in the overall total of consumers.

disagree  Paul Merriam: You didn't read what she wrote. She explicitly said that it's the users with the lowest consumption among the "big users" group.

  -> Hi Paul - You didn´t look at who the poster was - I would think Fernando was a 'he' and not a 'she'! I am most probably barking up the wrong tree with my answer as the term 'grandes usuarios menores' is not provided in the text, so is confusing.

Explanation:
It's like math... where do you put the parenthesis to designate order. My reading was

grandes (usuarios menores) and grandes (usuarios particulares) becasue both terms in parenthesis are google-able, make the most sense, and have sensible translations. Also, this makes sense in terms of how electricity companies separate their consumers when offering discounts per watts consumed.

But, then again, maybe the client can elucidate.

En inglés por lo general se denominan de esta manera:

Aunque le llaman "residential" por el contexto en el que se habla de estas tarifas se sabe que son usuarios a gran escala pero para microempresas o mega-casas de millonarios etc. No son "residential" regulares...

Explanation:
"Grandes usuarios" is translated as "major users" in numerous industries. In the energy sector, they are most commonly "major energy users" and less often "major electricity users".

You have not said in which way these users are smaller, but "smaller users" and "smaller major users" and "smaller energy users" and "smaller major energy users" can cover a multitude of possibilties.

These are legitimate constructions as you can deduce from the tens of thousands of references you will find on Google to "major energy users" and then additionally to "smaller major users" and "smaller energy users". I can provide links, but these searches (using quotes in the search field) are easily done yourselef and might be more satisfying that the few links I can post here.

If you provide additional clarification, it may be that the "small" refers to small and medium enterprises, in which case you might want to call them "SME major users". If it's specific to consumption, you might want to call them "lower-consumption major users". But in either case, "smaller major users" will work just fine".

Fernando, I'm not sure how I missed your explanatory note above my request for an explanation! In your context, it sounds like there could be some justification for defining "menores" as SMEs since "grandes usuarios" are usually corporate accounts and "particulares" would be your residential accounts. Still, there's room for doubt since "major users" usually refers to large corporate accounts (a different sales force and different products being offered for small businesses). Unless you can find justification elsewhere in your text for SMEs, I'd probably stick with "smaller major users".
