This is from a technical spec. for the cabling to be laid for a large gas pipeline project. This is for high-voltage cables and the section under consideration is the "armour" (galvanized steel wires) around three-core cables.
"Las armaduras de acero galvanizado dispondrán de una contraespira de atado, de fleje de acero, que se instalará en hélice abierta."
My attempt: "The galvanized steel armours shall have a bundled(??), cross-wound(??), steel strap(??) fitted in an open helix"
Basically not 100 % on any of the terms and not any direct hits on t'internet....

I used half your answer and with a link from the other I found the other half of an answer (not necessarily correct). To be honest terms seem to vary from company to company... I see why you put tape now.... ;) 2 KudoZ points were awarded for this answer
Due to a later citation of a similar cable, I decided to put "cross-bound" as later it need to be the noun "cross-binding" and it appeared more on the cable companies' webpaes.
The whole thing is really just a hybrdisation, and is not 100%....
Not sure why you both have tape, it doesn't sound very high tec. Nor correct that a cable would have 'tape'?
@ Barbara "Armoured cable" is very common, whereas reinforced cable also exists, I don't like the confusion it can cause with "reinforcing cable" (in concrete for example).
I agree with Liz that "coil" is probably the best translations for "hélice," so "open coil." If you google hélice abierta and click on images, you'll see a lot of examples. But if you do the same in English, you'll see a lot of images of mattresses rather than cables, so I"m not entirely sure about this one, but the idea is that the coil is wound loosely.... as if it were wound tightly and then stretched out. I think that will give you a good visual. I don't know if it will help you come up with a precise term.

Explanation: For armaduras de acero, I come up with "steel reinforcements." (I know you didn't ask about that, but it sounds much more appropriate to me).
A google search for contraespira brings up many Proz.com Kudoz entries with the answer of cross-wound, but it seems to be used as a noun here, so I don't think that will work. A picture is worth a thousand words, so I did a google image search and came up with the picture in the link below. Here, you'll see contraespira used as a noun and described as being made of copper tape, and that is exactly what the picture shows. My best guess at a translation would be counter-coil as a noun, but I don't find any evidence that the term exists, so you may want to describe it as a cross-wound tape
