Hello. From a proposal for new hydro power stations:

"Las carácterísticas de los emplazamientos hacen viable en muchos de los casos realizar un **aprovechamiento a pie de presa**."

and:

"deberían ajustarse las localizaciones de presa y central y las características de la conducción , que podrían evitar los túneles sustituyéndolos por canales, tuberías o **pie de presa**"

Explanation:
Not sure for "aprovechamiento" but I believe this is literally referring to plants and so on set up at the base of dams (this exists at the Hoover Dam, for example).
