Seems to contradict itself - keep these 2 positions separate but the added safety is redundant. Can anyone read this in another way?

William, I also agree with you and Lydia. Surely security and safety are distinct, and here the text seems to be talking about safety procedures, not security systems.
but I'm virtually certain that "seguridad" here is referring to safety not security - there are whole sections on safety procedures to be followed, working with high voltages, fluids etc etc
