I would translate it like this and would not be incorrect. Speed controller or Speed regulator are other options.
Here we have to also understand the different between velocity and speed with respect to English language. Velocity is in linear direction while speed can be in any direction (rotational etc.). In Spanish only Velocidad is used for both the terms.

There are Speed Governors also but they are something different. For example: i)The speed-breakers/speed bumps on the roads or a device installed on certain vehicles with pre-defined speed limit which does not allow the vehicle to move above that particular speed or keep record of the instances of moving above that speed.

In view of my comments above, there is a possibility that the device in question is a "Speed Governor" i.e. it does not allow the turbine to run above or below a particular speed. The context will tell you.

neutral  Robin Levey: A governor does not 'control' the speed (this is done by a throttle or regulator valve); and 'regulator' should not be used in this context - precisely to avoid confusion with the regulator valve.
