Having worked for a wind farm developer for several years, I think the best explanation is that the feed-in tariff IS the financial regime under which the wind farms (for example) are developed.

It doesn't refer to the feed-in tariff but to the financial regime as a whole, which comprises a whole lot more than just the feed-in price.

I think that the point here is that the correct translation is feed-in tariff and that the word premium can also be used. It very much depends on what type of power is being generated (wind/solar/biomass, etc) as EU countries tend to have different feed-in tariffs for different types of power generation, eg, solar gets more than wind. I think it's up to Robert which he prefers to use. Great references, by the way.
