This is from an invitation to tender for the construction of an aeroderivative gas turbine power plant. This section is about the specifications of the materials to be used. It is Mexican Spanish and I am translating into US English. Here is the full phrase:

La tubería y accesorios para conducir agua contra incendio clasificada como seca, es decir que no esté inundada debe ser de acero al carbón galvanizada por inmersión en caliente.

Is this talking about 'dry water'? If so, how would translate 'inundada' in this context?
