La acepción 1, algo apropiado para algún propósito, y la acepción número 4, un programa o rutina diseñado para ralizar o facilitar transacciones rutinaria (como sacar copias, etc.) en una computadora, tienen mucho que ver en ese caso. Claro, las faenas o tareas son diferentes - como reciclaje - pero tiene sentido.

Ahora, no sé si en el texto original debía haber sido "areas de utilidad de planta" ya que lo que sigue normalmente está dividido en más de un área: la parte adminsitrativa (intendencia en comparasión con reciclaje, por ejemplo.
