Spanish term or phrase: carecer de registro
This is about companies that collect sludge from from homes and businesses. The last sentence seems unrelated to the one before it, and I'm wondering if I'm missing something. By the way, "saneamiento in situ" is 'on-site sanitation', and it refers to sanitary facilities not connected to a sewerage system.

Uno de los dos casos estudiados en este punto es el de Santa Cruz, donde la cooperativa SAGUAPAC recibe y trata los lodos provenientes de veinticinco prestadores (10.000 m3/mes). La cooperativa cobra un precio a las empresas clase A y otro a las empresas clase B, tal como se aprecia en la Tabla 5.5 – lo que genera un ingreso de US$ 21.000 al año.
Las demás cooperativas de servicios de agua y saneamiento constituidas en el área metropolitana de Santa Cruz, no cuentan con plantas de tratamiento. Hasta cierto punto, esto se debe a **carecer de registro** de saneamiento in situ.

my reading of it is that saneamiento in situ is synonymous with plantas de tratamiento in the previous sentence and that the writer assumes there are more facilities but as they are unregistered it can't be proved.

Explanation:
To some extent, this is due to not being registered to perform 'on-site sanitation' (please consider simplifying the latter to 'on-site treatment').

I think that what the writer means is that they are not 'legally authorized' to perform sanitation on site, that's why they have not implemented any treatment plant.

Asker: Thanks for contributing. 'On-site sanitation' is the facility (latrine, cesspit, etc.), not the treatment. Nothing is treated on-site. The sludge is removed and either treated at a wastewater treatment plant, dumped in a sanitary landfill, or dumped at clandestine sites or near water bodies.
