Technically speaking you should really use 'hydric' as the translation for 'hídrico', but common sense tells me that we're talking about the 'water sector' - well, 62 million Google hits tells us so :)

Something like:
"Forming of policies for the adaptation of the water sector towards climatic change"

adaptation to climate change in the water sector

Explanation:
There are several conferences out there with this very name, but I also thought that this should be the order of the words in the sentence. "Adaptation" requires to be followed by "to xxxxx".
My humble opinion, anyhow.
