I imagine that OPS stands for 'oferta pública de suscripción' but I am not sure of the exact term in English for this and it's corresponding acronym - if there is one. I have come across 'public subscription' (and 'shares made available for public subscription' but not 'public subscription offer' (at least not in English-language sites).
