Creo que no hay realmente diferencia entre los dos verbos, el primero (librar) implica que se emitió, o redactó o se llevó a cabo...., sin que implique que se envió o remitió. El segundo (girar) lleva implícito que primero de mandarlo y remitirlo se emitió.
