"En lo que pareció ser una toma de conciencia del grave cuadro planteado tras la sanción de la Ley N° 25.561, el 12 de febrero de aquel año el Poder Ejecutivo dictó el Decreto 293/02. En sus considerandos se decía que correspondía "arbitrar los recaudos necesarios para evitar que una inadecuada implementación del proceso de renegociación de los contratos, derive en importantes perjuicios para el Estado Nacional, o que puedan verse afectadas las prestaciones de los servicios públicos”"
