Talking about problems suffered by a Ecuadorian bank: "Retiro masivo de fondos, incremento de tasas pasivas, cambio en la conformacion de la estructura de pasivos a plazos mas cortos, DESENCAJE Y PAGO DE MULTAS RESPECTIVAS ..."

I have found "encaje" as cash reserves; could this be some sort of exhaustion of cash reserves?
