El 24 de enero de 1592 el cabildo libró 500 pesos de oro común de los recursos de “propios y 2000 pesos de los de la ***sisa*** a Diego de Velasco, Comisionado de la ciudad para proseguir la obra de la alameda”. La obra se continuó y hubo que estancar la acequia que corría por la Alameda y establecer un guardia.

A fragment from an interesting article about Political Institutions and the Spanish Monarchy\'s Finances 1521-1648:

\"...The Cortes also used its power to prevent tax increases directed at the nobility. In 1538, it raised the servicio, a tax levied only on commoners and which required several days\' work to pay, while it refused to grant the Crown its proposal to levy *****a sisa or foodstuffs tax***** that all would have paid. In 1622, King Philip IV\'s chief minister, the Count-Duke of Olivares, proposed a fiscal reform package that included taxes on elite income like pensions, public offices, and juros interest. The Cortes ignored the package, which was supported by one of its own committees, and voted instead to increase the millones, which affected buyers of staples (Domínguez Ortiz 1983, 23-27; Elliott 1986, 146-62). ...\"
