Asker, please take note of John's comment. Wihout any context and without even knowing in which group of accounts this item has been included it may be that the company owes money to the authorities (in which case my suggestion is right) or that the tax authorities owe taxes to the company (in which case I would suggest "Due by the General Tax Office").
