My dictionary says "memoria" is "report", but that would be how I'd translate "informe".

Explanation:
Informe = report

Directors' report: an annual report by the directors of a company to its shareholders which forms part of the company's accounts, required to be filed.

If it doesn't refer to this you could always use another adjective to distinguish the two reports.

memorandum vs. report


Explanation:
The "memoria" is usually only a PART of the annual report. It's basically the part where the company directors tell, in words and not so much numbers, what the company has been doing for the past year(s). Ex: Company ABC decided to buy out their competition, company XYZ because of the large threat they represented in terms of new technology, and the financial aspects of this buyout can be seen in Annex B of the following financial report
Lots of times though "memoria" is generically used to refer to the whole thing :)
