Si se trata de personas físicas, éstas deberán comunicar al Banco, tan pronto como se produzcan, sus cambios de domicilio, estado civil, nacionalidad o vecindad foral y régimen económico matrimonial o cualesquiera otros datos personales, y si son comerciantes, cualquier eventual acto de oposición al ejercicio del comercio que pueda ser formulado por los respectivos cónyuges según los artículos 6 a 11 del Código de Comercio

This is from Spain and I suppose this means which comunidad autónoma you live in, although that would surely be covered under address, wouldn't it? It's not like you can change one day and decide to be vasco, gallego or alicantino, or can you? and even if you could, why should the bank care?

Explanation:
"Vecino de Madrid" means "resident in Madrid". So "vecindad" means residence rather than nationality. The question here is that if you take up residence in any of the three Basque provinces, you are no longer under the Spanish central tax system and now fall under the provincial ("foral") tax system. Consequently, the bank would need to know that in order to apply the appropriate withholding rates, etc.
So, one thing is to tell them where you live so your statements reach you, whereas "vecindad foral", while being the same thing, has greater ramifications.

Explanation:
"Vecino de Madrid" means "resident in Madrid". So "vecindad" means residence rather than nationality. agree  Security: Sound explanation, John. Would that therefore be Residence for Foral Tax Purposes?

  -> I'd avoid "Foral" in English. A better approach might be "transfer of residence to a different tax territory", which would cover moves in any direction between tax territories (hte "Common Territory" and any of the 3 Basque provinces or Navarra)

Explanation:
I agree totally that a change of address should be enough to indicate that someone now lives in the Basque Country or Navarre and is therefore subject to their special foral tax regime, but I get the impression this is a bureacratic requirement to officially communicate or formalise this fact- maybe because we don't always communicate a simple change of address?
