Los expertos afirman que las referencias económicas continúan mostrando un scenario difícil, pero los mercados parecen dar un voto de confianza a la posibilidad de que se estén sentando las bases para una reactivación paulatina.

I have simplified this to the following:

"although the markets seem to suggest that the foundations have been set for a gradual recovery."
