I do not believe the reference is to a barrier or a limit, but rather to a threshold which will (hopefully) be surpassed. In that regard, in several Spanish stock market reports I have seen 6,200 points on the IBEX 35 mentioned as being the threshold between a bull market and a bear market. (But you will have to see if that fits your context).
