"El personal técnico considera adecuados los conceptos subvencionados pero considera que para ciertos tipos de negocios se debería tener en cuenta que la mayor parte de su inversión se realiza en circulante y la entidad financiera es reticente a financiarlo."
The section is talking about a long-term bankloan for new entrepreneurs.
It appears a second time at the end of the section in a list of possible ways in which the loan could be improved:
"Tener en cuenta y financiar, para ciertos tipos de negocios, la inversión que se realiza en circulante."
