Spanish term or phrase: Real Cédula fundacional
To do with the regulation of banking and financial institutions in Spain. The kudoz gloss offers "Royal Decree" but I have always seen this as "Real Decreto"... are they synonyms or is there a difference?

El proyecto de Cabarrús fue plasmado en la Real Cédula de 2 de junio de 1782 con la denominación de Banco Nacional de San Carlos.
El Banco Nacional de San Carlos partía con un capital de 300 millones de reales en 150.000 acciones.
En la Real Cédula Fundacional del Banco se especificaba que "su primer objeto e instituto era formar una caja general de pagos y reducciones para satisfacer, anticipar y reducir a dinero efectivo todas las letras de cambio, Vales de Tesorería y pagarés que voluntariamente se llevaran a él".
