Tengo esta frase:

Las participaciones en las acciones desarrolladas de forma multisectorial se reducen cuantiosamente, debido fundamentalmente a la naturaleza coyuntural de las necesidades que las origina, con poca continuidad de un año a otro como sucedió en 2006.

La parte que no se como decir es DEBIDO A LA NATURALEZA COYUNTRAL DE LAS NECESIDADES QUE LAS ORIGINA

"Short-term" can be a very handy rendering for "conyuntural" (Orellana) and in this context, given the phrase that follows, it works very well. If you don't want to lose the sense of "confluence of events," you can work that in:
"mainly because the needs ... were specific to the circumstances of 2006 and will exhibit little continuity from year to year."
