3. " A1 Accionista de la sociedad XXX" is the subheading to be precise and after this (in para forms), the report begins with Sr Nos. as 1., 2., 3. etc.
Totally agree with HH. There are 2 equally viable translations here and the answers so far are simply guesses in the light of the answerer's personal prferences. Asker needs to say whether it is A1 or Al
As a note, Spanish often uses the singular where a plural is usual in English, which is why I pluralized it. However, I cannot choose or tell you what might be right in this case.
Only you can answer that question, you are the one looking at the document. If it is A1, then it is "A1 Shareholder" and if it is Al, then "To Shareholders" as a beginning. India is a bit too far for me to run over and look at it myself...

Explanation: A1 is a typo. The stockholder or shareholder is the Addressee of the external auditor's report at the beginning of the financial statements of a company (opinion/report, four statements (Balance sheet, Income Statement, et al), and notes to the financial statements.
Auditor's opinions in Spanish used to be addressed to "la Asamblea de Accionistas de XXX, S. A. DE C. V., in the understanding that the stockholders' meeting acted as a governing body.
However, accountants and people from the financial community in Mexico have been adopting the US form whereby the opinion is addressed "a los Señores Accionistas de XXX, S. A. DE C. V".
Auditor's opinions are addressed "to the stockholders/shareholders of XXX, INC.", but the stockholders' meeting is not a governing body of a company in the US.

This is an example of how literal translations are being adopted by the professionals themselves without ever considering that an linguist-translator in the specialized area should be consulted for linguistic input. The foregoing is an example of this. It literally runs roughshod over all linguistic and cultural considerations. The "asamblea de accionistas" continues to function as the governing body of a company in Mexico.

After looking at the Spanish (A1 Accionista de la sociedad XXX), I have come to the conclusion that "A1" is a typo since "XXX" is the name of the company. The Spanish would have to read "Al Accionista de la sociedad A1, S. A. de C. V." or something along those lines.
In Spanish, it would be:
A la Asamblea de Accionistas de (nombre de la sociedad)
A los Señores Accionistas de (nombre de la sociedad)
In English, it would be:
To the Stockholders of (name of company)
My conclusion of this question is:
To the Stockholder of A1 (A1 being the name of the company)
This caption ends with the name of the company. It does not start with the name of the company.
