La tarjeta acreditativa que te entregarán a tu llegada a la Ciudad [name of bank] incorpora un monedero electrónico 4B. Éste será el UNICO MEDIO DE PAGO QUE SE ACEPTARÁ EN LA CIUDAD [name of bank], con excepción de algunos servicios que permitirán también pago mediante tarjeta de crédito o débito, (cafetería del Hotel y tienda).

This is a card issued to bank employees upon arrival at the hotel built specifically for training staff - like a staff 'village'.

Perhaps 'Smart Card' - or is it simply to verify ID?

Explanation:
This is not only for ID purposes it is also to make payments and use product and services in the hotel, so I will see that is a kind of credit card but only staff of the company are entitled to have it. There is not a specific term for this because is not a credit card, so I adjusted the names above.

Man thanks to you all for your suggestions - it turned out in the end to be 'corporate ID card' - I thought Diana's answer was closest to this.
