A little lost with this one.
The sentence is "Por el contrario el agente financiero es la persona física o jurídica dedicada a la promoción y comercialización de servicios de inversión, por cuenta y bajo la responsabilidad de una empresa de servicios de inversión, de la que deberá ostentar poder bastante."

Henry may very well be right. He is right if there is a power of attorney involved. On the other hand, if the agent works for this investment services company, then it is a matter of the agent having enough or sufficient authority to promote it and market it.
