Desfinanciar is not in any Spanish dictionary. Example from the DICCIONARIO DE LA LENGUA ESPAÑOLA, Real Academia Española: "La palabra desfinanciar no está en el Diccionario." http://buscon.rae.es/draeI/

It seems to me that it's a rather awkward term in the context of the article, but the point is nonetheless clear.

"Esas cargas son del 13 por ciento en los regímenes jubilatorios privados y del 17 por ciento para los del sistema público."

It appears that the author is trying to say that the system loses 650 million pesos as a result of the workers being given vales instead of cash. In other words, it's being definanced, just as the example sentence suggests that the Iraq war could be definanced.

I think you have to decide whether you want to improve the article, or merely translate it.
