Los bancos no necesitan autorización para ***mandar*** títulos al vencimiento. Los bancos cuando compran títulos los pueden clasificar al vencimiento o poner como disponibles como negociación.

Explanation:
"Mandar" is confusing to me, too. In the Spanish of Mexico, I think this would be "Títulos Conservados a Vencimiento", which in US Accounting English is "held-to-maturity securities" or "Securities held-to-maturity".

Definition of "held-to-maturity securities":
These are debt securities that an enterprise holds, and also has the positive intent and ability to hold to maturity. They are also reported at amortized cost.

There are two other types of securities:
Títulos disponibles para la venta-Available-for-sale securities
Definition:
These are debt and equity securities that are classified neither as trading securities nor held-to-maturity securities. Furthermore, they are reported at fair value, but unrealized gains and losses are excluded from earnings and reported as a separate component of stockholders' equity.

The other classification is:
Títulos para negociar-Trading securities
Definition:
These are debt and equity securities that are mainly bought and held so that they can be sold in the near term. They are reported at fair value, and unrealized gains and losses are included in earnings.
