There is apparently a missing "que" in the source text, to be inserted after "acrediten". To my mind, "diferencien" in this case refers to clearly state what are the services they plan to provide. This is my take and how I would go about it.

Hi,
I think the sentence is ill-formed in Spanish, there is something missing... However, I think this is one possible translation:
"The foreign financial institution is required to define the initatives it intends to carry out in Colombia and to explain clearly the services it provides".
I see there is already another option, I agree with Mónica, the meaning is not clear. According to her, only the services that are different from the ones already existing in Colombia should be defined; I guess it means that all services must be defined, but it is a matter of interpretation
