The Lozano Irueste Dict. of Economic and Business terms has half a page of entries for different kinds of "descuento", and I'd say about 90% of them as "discount", including descuento bancario = bank discount, and tipo de descuento bancario = discount bank rate.
Facility is just another option for line (yes, I know line exists and is used in this context :-)
