Se trata de un texto sobre un Banco en el que se describe el proceso de su fundación y su historia y crecimiento posteriores. En este contexto, se menciona que, al momento de su fundación, la intención era fundar un "Banco de Circulación y Giro". No estoy seguro de entender qué es un banco de ese tipo.

Lacking context regarding the period and geographical location factor, I asume this was one the Banks that Governments originally ceratted to control money supply, printing and et al....

Asker: Dear Miguel: It's a Spanish bank founded in 1856 but not created by the government. It was rather an association of local merchants trying to sort out illiquidity issues. Thank you so much
