Se hace constar la manifestación sobre el acuerdo de que el número de tarjetas de credito entregadas por parte del banco, corresponden a los que se relacionan en el acuse de recibo.

Opening the sentence with "It is stated for the record that..." is a good option, but you have to be careful with the syntax/logical construction of the final sentence:

If you say:

"It is stated for the record that the agreement on the number of cards delivered by the bank matches those in the list of the acknowlegment of receipt."

you are saying that the record will show that the agreement on the number of cards (...) matches those in the list (...), i.e., that the parties have come to an agreement as regards the number of cards delivered by the bank, and that such agreed upon number matches those listed in the acknowledgement of receipt. That's absloutely not what the sentence says. What the parties have agreed upon is that the number of cards delivered matches the numbers listed in the receipt acknowledgement.

Built like that, the word "those" is grammatically linked to "agreement", and becomes "those agreements". It is not the agreement that matches those (agreements) in the list. It is the "number" of credit cards delivered by the bank that matches those (numbers) listed in the receipt acknowledgement, and what the record will show is a statement of agreement on such "matching" (the parties agree that both numbers match, and the record will include such agreement).

My final full sentence would read:

"The record will show the stated agreement that the number of credit cards delivered by the bank matches those listed in the receipt acknowledgement."

I know it's not the best idea to talk about another suggestion within one's own answer, but the explanation was too long to be included in a peer comment. I hope you'll excuse this little "infringement".

The syntactic "turning point" of the sentence is the link "de que" after the word "acuerdo". Everything after "de que" is a full subordinate clause.
