This appears in a police report regarding the use of counterfeit bank notes:

"Se extiende para hacer constar que el Instructor de las presentes dispone que se realicen gestiones con la Brigada de Investigacion del Banco de Espana, con las nuevas cantidades de dinero aportadas, es especial hacia los billetes de 20 euros, toda vez que los de Cien tienen el mismo numero de plancha, coincidiendo algunos en la de serie tambien."

"Uncirculated euro banknotes issued by the Banque centrale du Luxembourg currently bear the code letter (serial # prefix) of the NCBs (National Central Bank) of those countries in which the banknotes for Luxembourg are produced.

It is possible that this is the printing plate number, numbered 001, 002, 003, etc."
