I was more certain at first - because of the similarity of the words estudio and despacho - but I have a lower confidence now, as there is little to back this up. I think it does work quite well in the context of the two examples ... but it may not be the right meaning.
The only thing I have found so far to support my answer are the 2nd and 3rd definitons here, and they are a bit of a strech:
RAE - 7. m. Expediente, resolución, determinación.
